For my Minecraft PC I have been suffering some problems. When I try to mine it doesn’t let me, I have deleted Minecraft from my computer and re-installed it again but it still does not work.
Before this happened I had downloaded some worlds, added a couple of severs and some resources packs. Has this got something to do with it?

When you say it won't let you what exactly do you mean?
Do you get an error message?, does nothing happen?, do you wave your pick axe?, do you break a block and have it pop right back again?
Have you tried creating a new world and does it behave the same? (I see you say you reinstalled everything so I'm assuming you started a new world?)
You may be in Adventure mode, if I remember correctly that breaks the blocks and pops them back again.
Try opening the chat, usually the "T" key and typing /gamemode 0 and pressing enter - that's a zero, not an "oh"
Or you might have got the keys mixed up, try going into the options and checking what key is set for use.
Though I would expect both of those to have been reset when you reinstalled unless you downloaded the same world again.
Try starting a brand new world if you haven't already.

When I press the left mouse button on a block etc, nothing happens (thus used to work).

I put cheat on & changed gamemode to 0, then reset the controls and now it seems to be ok !
