Your performance also depends on what's in or near your player's sight.
As of Minecraft 1.8, most blocks and entities won't be rendered if opaque blocks within your field of view (FOV) or near it are obstructing them. This helps to reduce the game's overall intensity on its system's/platform's resources.
I'm still experimenting with these mechanics, so I don't know everything about it yet.
But, this is what I know so far:
*All transparent and translucent blocks, except for sea lanterns and glowstone, liquids, and all other blocks that don't take up a whole block don't count as obstructing your field of view.
*A 1-block thick wall of opaque blocks on a diagonal doesn't count as obstructing your view.
*Tile entities, such as signs and banners, will always be rendered, unless you're enough meters away for them to not be rendered. Etho proved this from his game's framerate dropping significantly when looking at 10,000 signs behind a stone wall.
I'm thinking it's a driver issue as you are running Windows 10 which has had a very large number of issues with graphics cards whilst trying to run Minecraft.
If you were to install Win 7 I bet you'd be able to play fine.
"If you don't understand the bigger picture, writitng a program is difficult. That's true with any computer programming language, not just java. If you're typing code without knowing what it's about, and the code doesn't do exactly what you want it to do, then your just plain stuck." - Dr Burd

Either get Optifine or switch from laptop to PC. I really don't recommend a laptop for gaming.
I Have Optifine and This Rig Should Run Minecraft?!!!

Well tbh you are kinda stuck in the water here. But if anything I suggest getting an SSD (Solid State Drive) They are way smoother and cost around $100
Are you using the pre-1.8 version for mods?
They aren't many popular mods on 1.8 due to the drastic changes Mojang did over their 300 days of developing it.

UPDATE: I Found Out What Was The Problem. it was the 4K Display. I Changed it to 1366x768 and now I get 100-250 FPS on Max Settings! WOWOOWOW!!!

Specs/DXDiag? Your computer probably can't handle a program you're running(minecraft maybe?)
Optifine can help, just don't enable shaders.
Tired of the uninnovative gaming industry? Go Indie. Buy indie games like Azure Striker Gunvolt and Terraria. Minecraft counts too... sort of.
