I have followed all of the steps to ensure that my graphics card is updated. Any suggestions?
AMD stopped support for your GPU at windows 8, you can try force installing the windows 8 drivers here http://support.amd.com/en-us/download/desktop/legacy?product=legacy2&os=Windows 8 - 64
or you can revert your windows 8.1 to 8 or ealier, or install a newer graphics card
