I do not know where to put this but I am trying to change my skin for minecraft but I cannot because it requires some security questions that I have forgotten, and trying to reset will charge me 10 cents for some reason...

Those are two completely different statements.
One could be a huge bug,
The other could just be a simple problem you have.
Also, they charge 10 cents?! When was this added.
