There currently are no updated graphics drivers from Intel that support OpenGL (software Minecraft uses to render the game) on Windows 10 for your IntelĀ® 4 Series Express Chipset Family.
You can instead try to download an older Windows 7 driver from Dell here.
Download the driver, and go through the install process and once it says "Successfully extracted files" go to where the files extracted to (by default C:\dell\drivers\R274818\) and open the "Graphics" folder.

Install the driver as explained here - http://hopper.minecraft.net/help/guides/drivers/intel-manual-install/#install (you can ignore the part about extracting the files as that's already done). If you need help, you should be able to contact Dell if they support Windows 10 for your device.
You can also alternatively downgrade back to Windows 7.
