So whenever I try to install minecraft I get this exception that says: "Exception: java.net.SocketException: Permission denied: connect" and in the native log, it gives me this: "Native Launcher Version: 63

Make sure Windows Firewall is not blocking anything that could be important.

I completely disabled my firewall for a few minutes to try it, i still got the same error problems
Try running command line as an administrator and running the command:
netsh winsock reset
then restart your computer. That might help the issue.
My laptop came with norton but i havent installed it, so it shouldnt be blocking anything
