Please make sure all updates from Windows Update have been installed. Do this by clicking on the Action Center, which is the tiny message icon next to your clock on the bottom right, select "All Settings" then finally "Update and Security".
Do a restart after this then try to run Minecraft again.

You need directx installed and likely the latest graphics drivers for you video card.
