Coincidentally, I happened to be trying to get the exact same enchantments on a diamond pick in a survival world yesterday. What I did was start with:
2x Effeciency IV
Fortune III
Unbreaking III
Then merged them in the same order you did when you reached this point. It cost like 27 levels but it still worked.
My guess is that adding all those individual enchantments may have added on to the level cost of the book (all those efficiencies combining). I'm probably wrong but it might be worth a try
Edit: I just loaded my singleplayer world to test it. First, I went on an enchanting spree to get the four books, then combined then with a diamond pickaxe. Combining it with the pick cost 17 levels. Then I tried what you did. Creating the final book alone was 25 levels, then it said too expensive when I tried to combine it with the pick. I used my method and it was 11 levels for the final book. So I guess try combining 2 tier 4s immediately instead of going up one tier at a time.

Unbreaking III
Fortune III
Now i want to put this book on a diamond piek ... but theres the text: "too expensive!"
How i can put this on the piek?

So now i have a Book with this 3 Enchantments and i want to put it on a complete new Diamond pick...
I dont know whats wrong i did the same thing and it doesnt say anything
I think the solution to the problem is you must be 15 level or above.
If the pick is broken or if you are in 1.8- it wont work

it seems like the books remmeber the amount of level you already spend and add more instead of starting new with a new book.
So yeah, my way wont work!
I did it now with enchant different pieks and put them together...costs a little bit more diamonds, but i have enough ^^
It works, i will try the way with tzhe books and the bigger enchantments later too
