I have this issue also, they spawn with mob spawners but otherwise no hostile spawns. we have somnia in common. Im going to try fixing it by using custom mob spawners mod.

EDIT: In Somnia.cfg (located in C:\Users\Username\AppData\Roaming\.minecraft\config) setting "disableCreatureSpawning" to "true" solves the problem. Probably it's inverted or something. Thank you for your comment!

I'm playing on hard. I tried changing the difficulty but no changes.
