So I've noticed that with some texture packs, the steve skin looks like it was cut up into millions of pieces and put back together by a 3 year old. Does anyone know why this happens?? Like do I have to change something in the texture pack files because theres a Steve.png file in there but the skin still looks messed up...any way to fix this? because I really like using this texture pack and I would hate to have to switch to a new one..
turns out, the reason steve skins looked butchered was because of the .png file itself, after deleting the steve file and the extra entity folder the texture pack had for some reason, steve skins looked fine after that

Moderatorit looks like the texture used was put together in the wrong format for the new skin system.
the default skin should be laid out like this https://minecraft.net/images/4px_reference.png

The new 1.8 layout messed up the default skins in 1.7 resource packs. You should go in, delete the default skin texture and then see if that works.
