I was logging in and playing just fine until about yesterday evening, when I came home and discovered that I could not login
due to "ConnectException: Connection refused: connect." My internet is working, I am able to browse the web and
play other online games just fine. Also, I've checked my firewall to see if my Minecraft is blocked there but it is not. What could be the issue and how could I fix it?

Run the program, choose 'I accept', then 'Do a scan and save a log file'. After a while a text file will open. Copy everything, and paste it in spoiler tags for us to see.
How to use spoiler tags:
Firstly, go to Programs and Features in Control Panel and uninstall any program along the lines of 'Arcade Twist'.
Once done, or if you can't find any program by that name, please download LSP-Fix and run it as administrator by right-clicking it and selecting 'Run as administrator': http://www.cexx.org/LSPFix.exe
Tick the 'I know what I'm doing box', select votprx.dll from the left-hand column, and click the '>>' button. You should now have votprx.dll and only votprx.dll in the right-hand column. Finally, click the 'Finish' button.
On the left column I do not see votprx.dll. (Attachment)
Oh, after uninstalling 'Arcade Twist' and restarting, it seems to be working again. So I'm guessing that program was the problem?
If you removed the program, then the file that would have appeared in LSP-Fix will have also been removed.
The program in question would have most likely been the cause, as it is interfering with Windows' networking. It's also marked as unwanted software by a number of antivirus vendors.
