I've had this issue for a while now and I cannot for the life of me figure it out. I've searched the entire internet but I can't find a solution that works.
Basically my issue is, is that when I open up Minecraft, it looks normal, but when I click on any buttons, it looks like this:
It's all normal when I first open it, but when I open up a menu, this happens to it, and the problem persists when I go back to the title screen.
When I try to open up a world or a server, the title screen flashes over and over again, which is really hurting my eyes. It looks like this:

Dude, ur not supid. I had the same EXACT problem. I just gave up installing shaders. I think it's because we both have Intel HD Graphics. I heard that many shaderpacks don't support Intel HD Graphics. I also uninstalled Optifine, which fixed the issue. But because I get like 2 fps on short render distance without it, I chose Optifine instead of shaders.

Everyone, I think I have fixed the issue. I took Optifine out of my mods folder, ran Minecraft, and it worked like a charm! It's a little laggy, at about 10-40 fps, and some shaderpacks don't work or continue to flash my screen, and the whole lava/water letters bug is completely gone. I'd like to have Optifine back, but it looks like I'll have to stick to what I have. Any ideas of how I can get it to work with Optifine?

Also, from what I can tell, with just Optifine and no other mods, get an average of about 118-120 fps at max, and my fps max IS SET to 120. Most other games I play run perfectly fine as well, so I don't see what's so bad about Intel?

Yes. Intel GPUs can get decent performance in completely vanilla Minecraft, shaders or other games require a dedicated graphics card. You may find AMD GPUs (usually combined with the APU processors AMD manufactures) that are integrated, while this isn't an Intel GPU, it still doesn't have the adequate performance for 3D gaming. Better than Intel GPUs, by far, but still you'd get low frame-rates, even on low settings.
Get an NVIDIA or AMD dedicated card, if you go with NVIDIA, try to aim for a GTX card, GT cards are capable of gaming decently (I can max out any games made during 2012 or below and get smooth frame-rates of 30-60 FPS with a GT 840M, an entry-level dedicated mobile graphics card, Dead Space 2 was released in 2011 and I can max it out with a buttery smooth 60 FPS, and GTA5 released this year I can play with high to very high settings with 40-60 FPS, although GTA5 is an exception as Rockstar did a very good job optimising it (rumour has it that Intel HD 4400 GPUs, which is the one I get an can barely play Call of Duty 5, an old game, on low, can play GTA5 decently on low with 30 FPS, something you will never hear for a game that on low has the quality of the current generation consoles (PS4 and Xbox One))). For AMD cards, it's a little more complicated as there's not really a distinguishing factor that tells you if a card is good for gaming (GTX cards are gaming-oriented cards), gaming cards are sort of shuffled in with general-purpose cards, just search online for benchmarks.

While yes it isn't a graphics card, it is an integrated GPU. A portion of the CPU dedicated to graphical operations. But yes, it isn't a graphics card, and it certainly does not have adequate performance for any form of 3D gaming.

I have have Intel HD Graphics and can't afford to get a good graphics card, so sometimes you just turn down those video settings and make use of what you got. And even though it doesn't look as good, remember, it's still Minecraft

Decently powered graphics cards can cost anywhere from like $70US - $200US, that's all you need for the price. A GTX 750 Ti, a card more than capable of running shaders at decent settings with smooth framerates, goes for $180AUD (~$132US). You don't need to spend $500US and above for a good card. Laptops on the other hand, yes, you'd need to buy an entire new laptop to upgrade, which will run at absolute 100% minimum of $700US for a good quality laptop, likely more, quite a bit more. But, that's what desktops are for.
And unfortunately when it comes to shaders you can't just turn down the settings to make them run smoother. Shaders take a 60+ FPS game on decent settings on an Intel HD GPU and even the lowest quality, lightest shaders available will drop that to 20 and below. The lowest quality KUDA shaders dropped my friend's rig with an Intel GPU to 13 FPS and less. Intel GPUs are just not an option for gaming, you'd be far better off buying a proper, dedicated, high-performance graphics card (that costs like $70US - $200US).

Get an NVIDIA or AMD dedicated card, if you go with NVIDIA, try to aim for a GTX card, GT cards are capable of gaming decently (I can max out any games made during 2012 or below and get smooth frame-rates of 30-60 FPS with a GT 840M, an entry-level dedicated mobile graphics card, Dead Space 2 was released in 2011 and I can max it out with a buttery smooth 60 FPS, and GTA5 released this year I can play with high to very high settings with 40-60 FPS, although GTA5 is an exception as Rockstar did a very good job optimising it (rumour has it that Intel HD 4400 GPUs, which is the one I get an can barely play Call of Duty 5, an old game, on low, can play GTA5 decently on low with 30 FPS, something you will never hear for a game that on low has the quality of the current generation consoles (PS4 and Xbox One))). For AMD cards, it's a little more complicated as there's not really a distinguishing factor that tells you if a card is good for gaming (GTX cards are gaming-oriented cards), gaming cards are sort of shuffled in with general-purpose cards, just search online for benchmarks.
While yes it isn't a graphics card, it is an integrated GPU. A portion of the CPU dedicated to graphical operations. But yes, it isn't a graphics card, and it certainly does not have adequate performance for any form of 3D gaming.

I have have Intel HD Graphics and can't afford to get a good graphics card, so sometimes you just turn down those video settings and make use of what you got. And even though it doesn't look as good, remember, it's still Minecraft

Decently powered graphics cards can cost anywhere from like $70US - $200US, that's all you need for the price. A GTX 750 Ti, a card more than capable of running shaders at decent settings with smooth framerates, goes for $180AUD (~$132US). You don't need to spend $500US and above for a good card. Laptops on the other hand, yes, you'd need to buy an entire new laptop to upgrade, which will run at absolute 100% minimum of $700US for a good quality laptop, likely more, quite a bit more. But, that's what desktops are for.
And unfortunately when it comes to shaders you can't just turn down the settings to make them run smoother. Shaders take a 60+ FPS game on decent settings on an Intel HD GPU and even the lowest quality, lightest shaders available will drop that to 20 and below. The lowest quality KUDA shaders dropped my friend's rig with an Intel GPU to 13 FPS and less. Intel GPUs are just not an option for gaming, you'd be far better off buying a proper, dedicated, high-performance graphics card (that costs like $70US - $200US).
