Alright, this has been happening for a while now I use many different texture packs even the default vanilla minecraft texture pack and all my blocks keep flashing and the game isn't even playable anymore it happened to me yesterday but I thought it would reside after one day but when I got on i was so mad that this kept happening any explanation as to why this is happening?
Are VBOs enabled? If not, try enabling them (in video settings) and vice-versa; this sounds like it may be the following issue, which is due to an outdated graphics driver and updating it is the best way to fix it even if those methods work (press F3 and you'll see which graphics card you have; if it is AMD or ATI then this is likely the problem):
This is why you need to tell us what hardware you have (the AMD issue I mentioned is the first thing that comes to mind when I read about glitchy/flashing graphics since it is a rather common issue, but not the only cause); as I said, if you are in 1.8 you can just press F3 and the game will display your CPU and GPU, and more importantly, the GPU actually being used by the game in the event that you have integrated (e.g. Intel) and discrete graphics.
You can also get more detailed information on your system by entering "dxdiag" (without quotes) in the Run dialog box, assuming you are running Windows.
