Is your Pixelmon file a regular folder or a .jar?

Its a regular folder.

There's your problem.
It needs to be a .jar to load in your mods folder.
With 1.7.10 it wasn't an issue, but now you need to have it as a .jar file.
EDIT: You can trust me on this. The same thing happened to me, and when I asked Pixelmon Developers, they said to keep the file a .jar.
