What are your settings on for MC? you might want to turn them down some......or the server may have alot of people in a short distance that may have something to do with it..
I usually had less than 30 but Optifine got it to 90, so that works. Also, try to turn off fancy graphics, clouds, and anything that helps boost the graphics as they can slow fps.

Spartans never die, they just go MIA for years and nobody questions it.
I would try tuning your graphics settings to a lower level. Because, if you said, this village isn't very big, it probably isn't the village. There may just be internet lag (from where it's not a LAN or Singleplayer Server), or because there's so much players there building and whatnot. To see if it is the server, try playing on a Singleplayer world to see if it works fine. If it works fine, it's the server's problem because of internet lag or players. If it still doesn't work fine, i'd recommend installing a modified client called "Optifine" and turning all settings down low. If it STILL doesn't fix it, i'd reccomend trying a reboot on your computer, or get some software that cuts out background apps and frees up RAM. If it still doesn't work, i'd then recommend getting an computer upgrade (getting a new computer, or getting a better graphics card). Hope this helped.
