How to enable certain commands for non-OPs?

I know that only OPs can use commands in servers, but is there a way for non-OPs to use commands? For example, I want non-OPs to use /spawn without being able to use any other commands. Is this possible?

I belive it is possible using Essentials plugin and setting permissions for commands, and groups.

ofcourse you will need to google on details for it, or find someone who knows how to do it for you.
