Out of memory error when there is plenty of memory avalable

Lately i have been getting this error: Outofmemoryerror: PermGen space

This happens randomly. I had the F3 screen open it said 256MB out of 1500MB used then it froze. I checked the console and i saw the error. Is PermGen different than available memory? Any help would be gladly appreciated.
