i have this problem with vanilla.. not modded
The thing is, games don't just magically start performing bad. If it was running fine before, then you did something to cause it to run worse, knowingly or not. The most likely answer is you've got something else on your computer that is hogging up already limited resources.

that Fan noises you mentioned may indicate that your laptop is full of dust and needs to be cleaned to avoid overheating and such, also may indicate that it is slowly dying and will not last for much longer.

We all have them at some point, it is not always related to hardware issues, sometimes its software issues, Minecraft runs on Java VM, Asides of not being quite optimized, also Java is continuous development, and state of operating system, drivers etc can contribute to occasional spikes. One solution proposed long time ago was to developers to switch to different development tools that will provide more native integration to machine itself, but it is not something we can choose ourselves, nevertheless i belive that would solve a lot of issues with Minecraft itself regarding speed, however it will make it more difficult to maintain and provide modding abilities.
What you could do is to minimize running programs in background, freeing up more memory, and less CPU usage will certanly result possitive for Minecraft, also take note that reducing operating system features may also result in better environment for minecraft.

my minecraft used to use like 99% to 100% of the CPU
now its only 40% but that was 10 times faster than when it was 100%
and i set my laptop to high performance and that gave it 10 FPS boost
closed all unneeded programs and get about 5 more FPS
and set minecraft to high priority which also gave about 2 more FPS
and not forgetting about optifine that gave over 20 FPS
that really improved my game playing
that mean by doing everything above my minecraft FPS increased by about 37 FPS
which is a huge jump in my view...
also the lag spikes and now rare... happens each 3/5 min

Alright so i have this problem from weeks
i used to play with over 130 mods with fancy and far render distance and getting about 60/50 FPS
just a couple of weeks ago back into minecraft (from about months)
i launch minecraft 1.7.2 Vanilla and i am getting only 40 FPS with mega lag spikes and kills me and happens each 10 seconds
my minecraft used to get about 90/100 FPS with vanilla (before installing those 130 mods)
these lag spikes happens when my cpu fan make sound
when not my minecraft launch smooth but only for 5/10 seconds before my cpu fan make loud sound again
(this is normal as i have the cpu sound from the day i bought my laptop, and it was doing the same thing but dont make minecraft lag before)
Laptop Specs:
Intel core i3-2310M 2.10Hz/ Intel HD Graphics 3000
6 GB RAM
500GB HDD
Laptop is LG ED530
So yeah i tried the following solutions:
-Reinstalling all my drivers and updating them
-Reinstall Minecraft
-Format my laptop again
-Allocate More RAM into minecraft
(i also used to run shaders with over 40 FPS)
EDIT: some of you suggested that i should clean my fan
i did that solved like 75% from the problem
but still some lag spikes

Your laptop is meh. You throw a brick of mods at it and you expect good results. I'm sorry, but that is not how it works.

Okay just cleaned my fan and God that fixed like 75% the problem
the noise doesn't play any more (and all games run faster like 40% more)
but there is still a bit of lag spikes... but this time Only in Minecraft...
