Its an issue with graphic card or drivers, or unsupported graphic.
If your Graphic is old enough MC will not work on it anymore, or in rare cases because of graphic card being discontinued, they have stoped updating driver for it.
If you freshly installed windows, you need to download newest driver for graphic card provided by manufacturer (default Microsoft one is not an option for this) and install it.
