From what I can tell... the onboard graphics are just too old. All drivers are up to date (although, intel released only generic drivers for this chipset for Windows 7.)
If this IS the case, I just have answered my own question and I'll have to get some sort of graphic card that has openGL 2.1+ ...that is also PCI. (Not PCI-E, I'm talking about the ooooooooooold PCI) So yeah. Do they even make those anymore?

Actualy from my knowledge, that generation of proccessors was mounted on motherboards equiped with AGP slots for graphics, so you may be having a little bit of luck there, providing you can find used Graphic card that is good enough to run MC. Will not be champion of speed, but it will be able to run it.
And yes, that specific GPU, that you curently have is way below minimum required to run MC now.

Thank you for the reply! I figured it was just a case of an extremely old GPU. Unfortunately, the motherboard does not have an AGP slot. Just 3 (old) PCI slots. http://www.ascendtech.us/dell-dimension-3000-motherboard-k8980_i_mb4delk8980.aspx
I will have to hunt around for a PCI card that will run on Windows 7 and is halfway decent (good luck me lol).
Ironicly, from what i see on the pic there, there is space reserved for AGP slot, but not actualy placed plastic to hold it.
