Are both computers in the Homegroup with Network Discovery turned on under advanced sharing? I know this was an issue when we had only Windows 8 since we had our network setup like a domain and Windows 8 removed those features; of course if you upgraded to 8.1 you could have them back (which we did). You may have to create a Homegroup on the Windows 8 machine and then have the Windows 7 join so you can turn on the sharing and discovery.

if that didn't work then try making it from the other laptop...
I hate to say this, but I guess it just fixed itself? We tried again today and it showed up but gave an error. We simply restarted our games from there, and it worked.

Lol thats normal that happens ... but at least it fixed right (sometimes i need to restart my game like 5 times me and my friend to be able to play..)

Well, it's back to the original error after a power outage that lasted around 0.5 seconds about 6 hours ago... It was working decently well, then the power went out for half a second, back to java.net.ConnectException: Connection refused: no further information:

That sounds like it is the router then. Your router must be trying to assign ips to devices but the devices could be trying to reuse an old ip. You can go into the router and assign ips for both the computers that you are using for LAN so they use the same every time. I actually have assigned every device that goes through my router its own ip and it never changes. You can always turn off and/or unplug the router and computers for about 3 minutes (sometimes it can take longer in less congested areas from 10 minutes or up to a few hours) to allow the ISP to reassign the home IP in case that is the issue. Then you start the router and when it is fully up with all lights; and only then; start the computers up. This will allow the router to assign new ip to each device. You need to make sure the computers were off and not hibernating or sleeping. This is why I said it is better to assign ips and just restart the router and computers.
As what said, Router is you're issue, just want to know, do you have static ip address or Dynamic one? also you could do what said above me turn off all pc/laptop(s) and turn off the router,.. then reboot the router wait for all lights and THEN turn on the computers/laptops, if that did not work you can always give a try to "Create a host/network" from your laptop..

Release the IP configuration for the device by issuing the following command:
ipconfig /release
Reassign an IP address to the device by issuing the following command:
ipconfig /renew
Finally, find the new IP address of the laptop by issuing the following command and reading the resulting list of IP addresses (you're looking for one that says something like "Ethernet adapter Local Area Connection"):
ipconfig
Use that IP address when trying to connect to your brother. I hope this helps.

then this might be the problem
i use a host from my laptop for playing LAN
if you have a laptop then this is how:
go and click the web icon
open "Network and sharing Center"
click "Setup a new connection or network"
click" Setup wireless ad hoc
then do as what they say
after that the LAN will work as long as the other is connected to the network you created...
if you have a PC:
then delete your adapter from your pc and remove it
and reconnect to it after has been removed...
that should work...
if you dont know how then :
open network and sharing center
click "manage wireless netowrk"
right click on your router
click "remove network"
then close everything
and reconnect to the web/router
and Walah that should work

I'm not sure what else to check without sitting in front of the computer; sorry? Maybe someone else will see this and have another suggestion.
Simply just click the network icon below
and connect to the network (if you set a password then just put the password)
just like you are connecting to any wifi.. or router

After you name the network
click next and wait for it to finish after it does click close
then IN THE SAME LAPTOP click the network icon below and you will see something like this
then go to the other laptop and it must show up click on it wait for it to connect completely
go back to your laptop and you must be connected automatically to the network..
then launch minecraft and try to connect to the LAN world

Another tip is to get some old or new laptop / desktop and put it in the coldest place in the house where you have internet access, and host a server.
Indeed this might be simpler; here is a video for a Forge server and Vanilla server.
