I've moved on to a desktop after my laptop broke. I downloaded Minecraft and ran it. Everything looked crystal clear on the menu, but when I went onto a world, the FPS dropped to about 0-4. I don't know what's happening but here's the neccessary parts of my dxdiag:

1: Download optifine from the official website. It is generally known to make minecraft look better and run significantly faster.
2: Optimize your settings. Set your max FPS to infinite, chunk distance to 4, graphics off fancy. Those are the most performance-improving settings as far as I know.
Smooth lighting, Fancy clouds and particles do cause performance problems for some. I think I might have seen a recent thread about fancy clouds being a big problem for someone.

I probably should have listed those.
For the OP: There's a tutorial near the top of the page in the tutorials/faqs for improving your performance. I can assure you almost any combination of those will get you much better performance.

Yeah Vsync didn't help. I just got Optifine, now I get almost 60 fps.

Might be that your ATI Radeon HD 4200 isn't powerful enough. It's an old card and isn't powerful to begin with.

Provide more information about your Minecraft video options and your Java command arguments (from your launcher profile).
With only know you have an AMD card, the only suggestion I have is to try VSync off if you have it on.
OK, here are my video settings and Java command arguments ripped straight from my client. Hope it helps:
Video settings
Smooth Lighting: Max
Max Framerate: 120 fps
Bobbing: On
GUI Scale: Auto
Brightness: Moody
Clouds: Fancy
Particles: All
Fullscreen: Off
Use VSync: Turned it off before typing this
Mipmap Levels: 4
Alternate Blocks: On
Use VBOs: Off
Entity Shadows: On
And Java arguments
-Xmx1G -XX:+UseConcMarkSweepGC -XX:+CMSIncrementalMode -XX:-UseAdaptiveSizePolicy -Xmn128M
