I've just installed Minecraft for the first time after formatting this PC (MC was working fine before reformatting)
I can run the launcher and enter my username by using the Tab button, but when I get to the launcher I can't click on anything, the buttons go blue on hover, but nothing happens when clicking
I realized no one has answered your query, but have you done any troubleshooting yourself?
What I would do, go to your %appdata% folder, rename the ".minecraft" folder to something like ".minecraft-bak", rerun the Minecraft launcher and see if the issue persists (you can copy your saves folder into the new ".minecraft" folder to play your previous worlds.)
This may be a problem with where your mouse is displaying and where it ACTUALLY is. Run minecraft in windowed mode and it should work. if you wish to run minecraft in fullscreen, download a windowed fullscreen program and use that.

Still does not work.
The latest launcher is 1.6.19.
Try redownloading it.
