So I've installed Minecraft Forge many different times in the past and it all has worked fine. But recently I got a new hard drive, put my stuff into a back up and then after installing the new harddrive put it all the data from the back up into my new hard drive. Java seemed to come with it fine, but none of the minecraft files came with. Everything was in my downloads folder though, so I just made a new mod folder after getting a new .minecraft. But, I still had to reinstall forge as the Forge profile was no longer in the launcher. I am trying to do this but when I right click on the WinRAR archive for Forge, there is no Java TM Platform SE Binary option in Open With. How do I fix this? I tried reinstalling Java but nothing changed.
Okay, I installed it, but when I attempt to run it a window pops up exclaiming that I need a Java Runtime Environment 1.6.0. Is this different from normal Java? Or is it a separate install?
You didn't install Java properly. Go download the latest 64-bit version for Windows and try again.
What if I have a 32-bit operating system?
Also, I tried uninstalling Java so I could properly reinstall, but it did not appear in the programs list when I went to Control Panel>Programs>Programs and Features.

Try using the windows installer.
I found a WindowsInstaller file, but it only opens up an installer for Minecraft itself, or, the Minecraft launcher.

Then don't install the 64-bit version. Install the offline one without the (64-bit) in its title.
