That's to run a minecraft server, not to play minecraft. You have to run the minecraft launcher or installer, not the server file. Servers and clients are two different things.

I downloaded a minecraft that can set up a server easily but i cant open it up

The server file is different than the game. From what it sounds like, you're trying to run the server file.
