I wasn't assuming either way, that's why I asked, because it could have been either. 90% of the time on this forum "adding RAM" means changing JVM parameters.
In any case one of my laptops with an AMD GPU also cannot have VSync On with 1.8+. My game is completely unplayable with it on. It didn't used to be that way so I'm not sure why that is.

I just switched from 32-bit Windows 7 to 64-bit Windows 7 after adding RAM.
Now all of a sudden, Minecraft will jump back and forth between normal FPS and near 0 (or actual 0) FPS.
What the heck?
Shouldn't my Minecraft performance be a bit better now than it was before, not worse?
Update your video drivers. Usually drivers have a 32 bit version and a 64 bit version.

Useful stuff to help with commands in MC:
MCStacker <- The best /summon command generator out there. Also very useful for data tags on /give commands and /setblock and quite a few others.
minecraftjson <- Epic book/sign/title/tellraw creator. Turns hours of command creation into minutes!
Single command block <- Ever seen those epic single command block creations? This is how you make them!
http://chunkbase.com/apps/spawn-chunks-reader <- Shows you the spawn chunks of your MC seed.
What does this mean? Did you change MC's Java arguments? If yes, then you probably messed it up.
Do you not know what RAM is?
RAM is your computer's memory.
It stands for Random Access Memory.
How is it you're familiar with Java arguments, but don't understand basic computer terms?
My computer used to only have 4 GB memory, and that's the limit of a 32-bit operating system.
I upgraded it to have 12 GB and so switched to 64-bit OS to use it.
I would have upgraded my video card, but due to the phyiscial limitations of my computer, I can't.
I'll have to check that out, and will reply back with the results.
First of all, that was incredibly rude.
Secondly, he was asking for clarification. You posted "after adding more RAM". This could mean one of two things:
1. You've added more RAM to your computer. <---- This is what I assumed you did.
2. You've allocated more RAM to Minecraft via Java arguments. <--- This is what gerbil assumed you did.
Don't be a jerk when all he was asking was for you to be clear in what details you're giving,
With that over with, I look forward to seeing your response as to video drivers.

I checked and it seems it's already up to date.
Weirdly, I think I may have found a work around, if not the solution to my problem.
I simply turned VSync off, and the FPS jump between normal and zero stopped.
I wasn't playing more than a few minutes like that, but so far so good.
I don't know what VSync does, but it wasn't causing a problem before my switch to 64-bit, and after it does.
