and multiple other attempts with optifine and other youtube/ user fix's
the only thing that worked was removing the .minecraft file (after backing up my old worlds) and uninstalling it from the uninstall menu from the control panel and once in game turning off "use vbo's"
and it runs perfect now
i dont usually do forum posts but i thought this would be the best way to reach some of you suffering the same problem as i for i did not find any sollutions and it took me all day and i broke my toe in rage so hopefully this helps you if not try some of the things i listed above there are many great people out there who can help
i tried everything over the period of 10 hours,
i re-installed minecraft 3 times
re-installed java so many times i cant keep count
tried different java versions
multiple attempts allocating more/ less ram
updated my drivers / directx

If the problem was your vbo setting, this is something that can be changed by editing options.txt
