I cannot stop cycling through my items on the HUD, and when I am on a world or server list, it continually scrolls down no matter what I do. This leads me to believe it is a mouse wheel problem.
Note: The mouse wheel itself isn't the problem, because I don't have this issue with any other games, AND I have the same problem on Minecraft only with all of my mice.
That is the most similar bug that I am aware of that could be related to your problem. I am sorry that I can not be of more help, as this is a bug that Mojang needs to fix on their end. They just have not gotten around to it yet.

Nah, it's cool. I fixed it.
To anyone who has this problem: Try re-installing minecraft and then restart your comp. Worked for me.

Glad to hear it is working now. As my friend JoshNebb always says: "to fix your computer, re-install and reboot." I should take that advice more often myself.

Hey guys, could you help me?
My mouse wheel controls are completely destroyed.

That is an odd one. I heard about something, some what, similar before. Are you using a Mac?
Yes
If I had to guess, I would say your issue is related to this: https://bugs.mojang.com/browse/MC-42367
