So basically, what's been happening is ever since minecraft 1.8 came out my worlds never render anymore, if they do its in very small portions and will not render any other portions of the world.
If it was a rendering issue you would still be able to interact in the chunks that are "invisible". This however looks like a chunk generation issue (which can be good news because that means it's not a video-related issue). To confirm this, can you walk around/break invisible blocks in the non-loaded areas? Also, do blocks drop when you break/drop them from anywhere?

When it happens to me, I just get teleported back to where I was before the chunk loading freezes.
That means that it's almost definately a non-video issue. Chunk generation is a very CPU-intensive process, but your specs are more than enough for chunk generation. Would you mind pasting your game log whenever this happens?

It did this 99 times in a fraction of a second before stopping. The only reason it stopped is because of it overloading. The reason I asked for the mod list is because for whatever reason, a Biome ID is using 23264. With vanilla, biomes don't go above 39 so it must be a mod.
edit: Biome sub-variants can go up to 167 in Vanilla.
I think it's doing the same thing even without mods. For whatever reason the biomes it's trying to load are way out of range, making everything an ocean. I think the only thing forge and optifine were doing was telling you what was happening.
Possible solution found on Reddit:
Run in compatability mode for Windows 7 by...
Right click Minecraft.exe -> properties -> compatibility then put it in windows 7 compatibility mode and enable

1. Make sure launcher visibility is always showing
2. Whenever you get this issue in-game, click over to the launcher
3. Click the Game log tab (I think that's what it's called) at the top of the screen
4. Ctrl+A to select all. Simply copy-paste from there.

100% not a Video issue. The issue is one (or more) mods is using WAY more memory than it should:
Would you mind giving me a mod list? Also make sure you have at least 1G of RAM allocated. Possibly more dependent on how many mods you have.
