Several different downloads? Odds are that only one or two are the correct files. Make sure you download forge from the official website (http://files.minecraftforge.net/) and that if you don't have a good reason to do otherwise (for example, making a server or setting up a dev environment), always select the "Installer" (for any OS) or "Installer-win" (for windows) download button. If you use the jar version, make sure your computer is set up so that it will run it using Java instead of, for example, an archive manager.

Did you download the "Installer" or "Installer-win" as I said?
Universal isn't an installer last time I checked. There's an "installer" (and "installer-win") button for the installers. Universal is just the forge itself.
EDIT: Just rechecked. "Universal" is not an installer.
Well... Install doesn't work. When I try using Installer-Win it says that it might not have downloaded correctly. I clicked ok then double clicked it. And it didnt open. Im doing something wrong somehow. Remember theres the new forge website

Curse PremiumMake sure the forge you download is for the version of Minecraft you want. If it's for 1.7.10, then get the installer for that.
Make sure you have actually run the version of minecraft you want forge for before installing forge, or it won't work!
Oh, and I think you need to have the latest version of Java too.
I'm surprised nobody here mentioned all this already, but I guess they thought it was too obvious.
