I created this new world and then mine craft started using up all java heap space i could give it(10GB). I deleted 10 worlds and all my texture packs but still no improvement. It is starting to use up 100% of what it had. If you could help me that would be great!
Uh, why did you delete all of your worlds? Perhaps if you ran out of disk space but they certainly do not take up memory unless you are playing, and even then you could have a 1 TB world on disk yet only the chunks around a player are loaded. The same is true of resource packs.
I suspect that there isn't enough memory allocated and/or you are using an excessively high render distance for the amount; e.g. you are not going to get away with 32 chunk render distance with 500 MB of memory allocated (vanilla 1.8 should prevent this but Optifine lets you try this with bad results).
What exactly does the F3 (debug) screen show, and what are the JVM arguments in the profile editor? You shouldn't really mess with them unless you have to allocate more memory for e.g. mods, and even then some resource-intensive mods or resource packs may not need as much as you think (in fact, it is possible to get in trouble by allocating too much memory, which can even (ironically) cause out of memory errors. For example, see this comment on a bug report regarding memory and resource packs; this is more relevant to 32 bit systems but can also happen on 64 bit if you don't leave enough free system memory).
