I'm currently playing Minecraft 1.7.10 with about 125 mods. Started placing glass panes for the first time after putting together my mod setup, and I'm getting some weird issues.
These images were taken with Fastcraft installed, but not Optifine. I also ran the game without Fastcraft and the panes still didn't connect properly.
These used to completely connect together and only have one border lining the entire section.
Tinker's Glass only has that messed up border issue on one side. If you view the glass from the other side, it looks normal except for weird lines going from the top to the bottom where the panes should be completely connecting.
Vanilla panes are not connecting at all.
Has anyone else had this problem? Is there a fix? It's pretty bothersome.
Can you show us your video settings? Will help tremendously.

Edit: Just to add, I have tried to get rid of the weird texture issue by setting the graphics to fancy, turning Vsync on and off, and turning Advanced OpenGL on and off.
