I have 4 gigs of ram and I am wondering how much I need to allocate to minecraft and java...Also I am going to be playing on a survival games server with these mods and the server allows it also.
1GB should be plenty for now. If you add more, I wouldn't recommend adding more memory until it starts to lag. And 4 is a bad spot; most sources recommend 2-3 GB of RAM.
