My Minecraft worked fine for the first few years that Ive had no problems stable fps everything. I haven't made any changes but recently (past few weeks) my minecraft has be constantly freezing every 5-35 seconds and then unfreezing every 1-5 seconds. I have optifine but it freezes with or without it.
I have tried using the default texture pack but that doesn't do anything. I have optifine as I said above also does nothing. Ive even tried deleting my .minecraft folder and updating and that doesn't do anything either. I have been getting very frustrated because these freezes make minecraft unplayable.
hmm.. i recommend deleted unwanted files and checking internet speed.
I have over 350 gigs free on my 500 gig drive i have 59 download and 29 upload (mbps) so i dont know about the internet but every thing else seems fine

Internet speeds wouldn't matter, nor would the monitor. Does your game crash upon freeze? Keep up the log when your game is open and see what it says right before it freezes. If it says "System can't keep up" then try allocating more RAM to your game.
The Launcher of minecraft uses at least 500MB of RAM (even if it's on "close launcher at the start"). Open the taskmgr.exe(task manager), and close the second 'javaw.exe' that you will see there. Also, i recomend you to install the Optifine mod.

It does not crash when it freezes and as I said before adding more ram makes it worse

The more memory it has to clear when it hits the RAM cap, the longer it will freeze for, but if you allocate too little RAM, you'll get bad lag. Try playing with your RAM allocation til you get to a point where it's running smoothly when it's not freezing, but the freezing only lasts for about a second or two.
Also, if you're playing heavily modded MC, you may need to increase your permgen size. A permgen of 512 MB is good for heavily modded, though if you're only modding lightly, you can probably use half of that.

I got the "sweet" spot 768M but although that does decrese it its not by much and if i go any lower i cant play because of fps reasons

I suppose it's somewhat up to personal preference and the performance of a given pack, though. If setting it to the point where it goes through garbage collection every 2-3 minutes gives a major lag spike, you may want to set the allocated memory a bit lower and just deal with the more frequent lag spikes.

EDIT: now that i think of it this all started once 1.8.3 came out (i have tried uninstalling minecraft and reinstalling it i have also tried deleting my . Minecraft to no prevail

I might be your computer, or your monitor. How long have you had it?
The freezing? about 1-2 weeks but before that everything was fine
I have lowered the amount of ram that MC gets and that helps a bit but if i lower it too much my fps will drop to like 10

Hey what have you added to the game or to your computer in the last couple of weeks? Also what client are you using?
