so i didnt do anything i just pressed h to get the hats menu to pop up and my mouse popped up for a split second then disappeared and the hat menu never popped up

Well this may be happening because of missing jar files probably. You see there are some mods which requires the mod itself and a player API or something like this so go and watch a tutorial step by step on how to install the mod.
