I got a new laptop yesterday since my old one broke. I downloaded Minecraft and I noticed that when I move, I cannot attack or use a tool, then if I stop to attack or use a tool, I have to wait until I can attack again unless I'm holding down CTRL or if I was using a tool before I moved. So basically I cannot use my mouse buttons unless a ) I'm not pressing down any keys on the keyboard, b ) I am pressing down CTRL and a key on the keyboard, c ) I was holding down a button, then press down a key on the keyboard. I tried everything I could think of. Any suggestions to what I should do to fix this? Survival is almost unplayable with this issue.

Also, brief specs (just in case) :
Model: Toshiba Satellite C55-B5100
Operating System: Windows 8.1
Processor: Intel Celeron N2840
Solved it!
For those of you trying to find out how to fix it and have the same problem, you go to PC Settings>PC and Devices>Mouse and Touch pad
Then under touch pad, change it to no delay
