I have been searching the internet for quite a while to find a solution for my problem but yet found nothing as usual. I trying to load 1.8.3 and im on a windows 7, 64-bit laptop. Here is my problem.

Go to Start and type in cmd[/b]. Right-click the results that appears and click 'Run as administrator', then In the command prompt window, type
command and press enter:
then restart your computer should work it did for me and i had the same error
You have to delete .minecraft
STOP MOD REPOSTS!!!

i didn't all i had to do was run the scan and restart my computer fixed
