I really do not remember when it started happening because I have just been ignoring it for awhile, but now I would like to fix it. So everyone who has their own skin (not the original steve skin) is normal, but the steve skins are really messed up. This is what they look like - http://ibin.co/1uP6ZFTeOAyD
Thank you! the picture is a sever in 1.7.9 and the other two i play on are 1.8 or 1.8.(etc). I rarely go on 1.8 right now and probably dont pay attention to the skins. That is it, thank you.

I doubt any one will answer as the last post is dated 2015 but.....
I'm having a very similar issue. my "non Steve" skin is extremely messed up in my minecraft 1.7.10 forge single player world. I know 2 other people with this problem. whenever I start the world I look fine but the glitch happens whenever I die or go to a new dimension. I tried porting my skin back to a 1.7.10 format even though the only jacket layer I have on my skin is on my head which 1.7 supports that. but it did not work. please help my 1 friend who is having the same issue wants to start a server and a YouTube series but doesn't want us to look awful while doing it.
To fix use 1.8 no mods.
