Please help! I've tried allocating about 1.5gbs of ram to minecraft, however only 400 or so is actually being used, but it does register the 1.5 gigs.

You have offered minecraft 1.5GB but minecraft doesn't need it so its only taking the 461MB, allocating more ram is mostly pointless unless your using mods or large resource packs.
low fps will not be fixed by allocating more ram, that is down to your GPU, and looking at your screenshot your using a basic onboard chipset and not a real graphics card, thats why you fps is only in the 20s
more memory won't help this. MC doesn't do adaptive memory use. It tries to use what it wants to use.
If you don't have enough this can cause problems, but once you have enough more won't help.
