To begin, and get the obvious elephant out of the room, I don't think it's the modpack. 7 other people play on the server and only one has had the same issue, and it's since resolved itself for him for no discernible reason.
However, it still crops up for me occasionally, the last 2 days have been nearly unplayable and I have no idea what it could be anymore. I initially thought it was journeymap having issues with packets, as the problem went away after I uninstalled that mod the first time. Now, I don't have this mod anymore, but still occasionally get stuck at around 70000 ping. When inspecting my connection to the server externally or running a tracert, I average about 140 ms - more than acceptable. However, once ingame, I experience a particular sort of lag - I can't see what's going on, even what I'm doing, but others can.
For example, if i break a block, I can't see it drop for 70 seconds, but another player would be able to see it as soon as i performed the action. This would seem to be indicative of bad download speeds, or bad server upload speeds, but I'm able to download from other sources at my full download speed (even while on the server) and others aren't having the same lag issues so the server clearly has the ability to upload at an acceptable speed.
Also, I can use the server console, even if I'm lagging ingame...
To compound the issue, I can't figure out why it doesn't happen 100% of the time. I ran fine for weeks, and suddenly yesterday my ping locked up again. Unfortunately, it happened 2 days after paying for the next month of hosting. I suppose I can tough it out but if anyone's had a similar issue/has any ideas I'd appreciate the input.

Switching server providers has resolved the issue. Assuming some sort of strange throttling/routing issues with previous provider.

Yes, I tried uninstalling opis to see if that was it.
EDIT: I actually just caught it registering as no connection to the server from the launcher. This is new, or at least I hadn't seen it before.
I didn't expect it to get worse...
