Ok, so to elaborate on the title once I restarted after the crash my save file was missing from the list in the game. I researched how to restore it and the method that worked was to create a new world and then copy the region directories from the newly created world into my original.
It used to rain about every 4 or 5 days before the crash but now I've worked through several days and nights in game building my house and farm and I noticed it doesn't rain since I recovered. For one brief second it started to rain and abruptly stopped while I was working on my rabbit pen.
My weather is set to on, I was running Optifine C6 before the crash and still am, I didn't change anything after the recovery and the rain worked before, and my minecraft is version 1.8.1.
I do have this error in the launcher output log:

I tried updating JAVA but that kills my game altogether it won't even load. My rudimentary knowledge of file abbreviations says it's something to do with the open GL drivers on my ATI card which is a Radeon 1650X Pro, but before anyone says update this or that everything worked before the crash, and it also rains in all my other worlds where I am in a similar biome.
This specific error may not even be related the rain problem since I get the error now no matter what world I play in, and as I mentioned it still rains in my other worlds. If you can point me in the right direction to where a crash would normally screw with things of this nature I would much appreciate it. If you need a copy of the hs_err_pid file let me know and I will post it.
Ok FYI, I've had been playing for 3 months prior to the crash with a decent and consistent frame rate. The crash happened nearly three weeks ago and I haven't had one since. Nearly four months of play and these are the only two issues I've ever had does not a compatibility issue make.
I'll try the new driver and see if it gets rid of the error, but I some how doubt it will fix my rain problem.

And Grim, I'm experienced making older machines run well past their prime and have them do things people who have little or no experience think are impossible. Funds are an issue so I can't build a new one right now, but I really don't need to be telling you any of that. I'll appreciate it if you don't make any more posts unless you actually have something helpful to say. Thank you.
Alright! Replacing the file still left me with the error but I uninstalled the device from windows, deleted the drivers and reinstalled the card and drivers and it got rid of the error. Not only that but I guess there were some other underlying issues because it more than doubled my frame rate from low 30s to low 70s on average. I was also able to turn on most of the nicer graphics like, better grass and snow, fancy leaves, all of the animations and it did fix the rain issue.
The only thing I can't really do without losing a lot of FPS is increase the render distance, but that doesn't really matter.
Here's a pic of my house for Grim with the system telemetry displayed so you can see the Radeon X1650 Pro over on the right. The card seems to be doing just fine to me. Enjoy
