I have absolutely no clue why normal or wither skeletons won't spawn in my nether. I've deleted dim-1 and created different worlds but no skeletons will spawn. It seems like skeletons are being replaced by zombie pigmen and there's a ton of them.

I had grimoire of gaia and special mobs as well, but I removed them and created a new world to see if skeletons would spawn but that didn't fix it.
