Minecraft keeps on saying "Unable to update game launcher"

Hello all! I fixed up an old computer, and am currently trying to install MC on it. I have installed both .msi, and .exe, neither work. I have uninstalled the game, deleted the .minecraft from %appdata% and cleared recycling bin, and retried, but doesnt seem to be working.

Any ideas? Thanks
