I'm having a tough time with a high ping on my friends multiplayer server (rubber-banding, blocks not breaking or breaking late, and other ping related issues) I realize the in-game ping meter isn't always accurate, nor is it 100% on the login screen but I am suffering from serious unplayable problems in game. After running many tests and experiments, I've come to the conclusion that the problem lies between my client talking with the server. It has nothing to do with my internet connection or bandwidth, or graphics card and framerates. Nothing else in the house is using the bandwidth except for my computer, everything else is either off or on cellphone LTE (and if it was, it would show on the speedtest).

Windows 7 64bit ultimate. 16g ram, 3.5ghz processor,
speedtest.net shows: 27ms ping, 23.01mbps down, 1.97mbps up
Yet, at login, minecraft lists my ping somewhere between 2500ms and 15000ms and in game it goes from 1 bar to 3 bars.
Things I've tried:
Fresh install of minecraft and modpack, server restarts, uninstall old Java apps, and reinstall of current java pack, changing java parameter arguments, a server mod called: Lag'b'gon (which didn't really solve anything visible). One forum suggested adding a couple of arguments to the registry which didn't make any difference either.
If I need to list any other specs or supply any information, please let me know.
Where is your friends server located and where are you located?
The Speedtest shows a ping only to the speedtest server, not the minecraft server. Your speeds are good. I am going to assume is the distance between you and your friend that is the issue
Do traceroute to the server. Also, while speedtest.net is good, for online gaming pingtest.net is more important as that's what will determine your latency.
My friends server is in Arizona, I'm in Oklahoma. Pingtest.net (nice resource btw, thanks for sharing) shows I have Packet Loss, 64ms ping, and 1 ms Jitter receiving a B+ line quality grade. After seeing that I am having packet loss and that its on my providers side (see tracert) I have a AT&T technician coming out this morning to hopefully find an answer.
Packet loss will do it.
The timed out hops mid way through are not a good sign though it's hard to tell if that's a security thing or if there's issues somewhere along the way. If there's packet loss, then that would point to latter. Your final node is good though so then not sure what to think. Talk to the technician about this.
