Hum well you can check manually. If you hit new profile on bottom left, and in the window that pops, under game version, in the dropdown menu, there should be an option called something like "release 1.x.0-Forge xx.xx.x.xxx" where Xs are bunch of numbers for the versions you installed. Select it, name and save profile and the select for it manually back on the launcher and hit play.
Hm then it wasn't installed properly. Try installing forge again, and when the installer window pops, make sure the file path it's showing you is indeed matching the file path of your current minecraft installation.
Also before you install forge, make sure you run the game once without forge at the version you're downloading forge for.
yeah this is what it says. "Successfully installed client profile Forge for version Forge 10.13.2.1291 into launcher and grabbed 0 required libraries."
Yeah it's the new beta one. There have been issues with it and apparently this is one of them.
I can only recommend for now go back to the old 1.5.3 launcher off of minecraft.net
