Either that is very intense lag and chunk loading or your world might be corrupted... If you have the new launcher then many worlds are having that issue due to the new launcher.
If you want the older launcher you go to the regular Download Game page on Minecraft.net and click Show all platforms. It should give you an option to download the older platform. If nothing changes tell me.

I've tried using the lowest video settings for everything, and nothing changed. I also downloading optifine, and it didn't help.
This is a server so the world's not corrupted. I just re-installed Minecraft so it maybe the new launch, so how do I fix it?
