Disclaimer: I am an idiot when it comes to stuff like this. so just my pardon ahead for asking a possibly stupid question.
I recently got back into MC (haven't really played since 1.57), but what really bothers me that the only icon that is created on my desktop is not one which leads to the Minecraft launcher, but downloads the whole game again. Since I have a data volume restriction on my connection I'd rather not download the 40mb each time when I want to play the game. Can anybody help me out?
What exactly happens when you try and start the game?
The current setup means that you get an installer that you run. It downloads the 40mb and then you never use it again. After that you run the launcher which is usually a dirt block icon as it has always been.
Now the launcher, when you run it, will check for updates both to itself and libraries the game uses but those don't usually count for much and most of the time won't need to be downloaded at all.
Well, I have a bunch of icons. The first just downloads the 40mb again. The second takes me to the old launcher, but it won't let me log in. The last takes me to a pre-1.6 version.

Can you post what the old launcher looks like when you start it?
The installer does give you a links in the start menu and on your desktop to play the game.
If you try going to:
Start > All Programs > Minecraft
you should see an icon there. That's the only one you should ever need since the launcher allows you to have different versions of the game by using profiles. The icon there is just a link to the launcher so you can copy it and put one on the desktop.
I just checked and it seems the first time you run the launcher it will download the java runtime for the game (that's the 40mb). once it's done it won't have to do it again but you have to let it finish otherwise it will just try again next time you start it.
