Ah man. So it's the card itself, not just the driver? Many of the other posts of this problem were fixed by installing a different version of the driver, so I was hoping that would be it.
I have a similar problem and am hoping for help? I have an old computer that is showing "Pixel Format not Accelerated"and update drivers. No drivers are available that I can see. Included is the specific error details.
I think it's the video driver, but I couldn't find an update available.
It crashes when starting, giving the "Pixel format not accelerated" error.
Any help is appreciated!

Can I ask how you can tell that it's the card?
You can try it, but this thing is ancient, the level of OpenGL support that the drive provides may not be sufficient.
