Is there anyway to get a hacked client for minecraft with forge loaded on or to add forge to a hacked client?

No, because MCF and its users do not support cracked/hacking/griefing clients. Only premium legally obtained Minecraft is supported here and the official Minecraft Launcher and Game as well legal third party clients such as MultiMC, Magic Launcher, Feed The Beast, ATLauncher, Technic Launcher.
