Ok so you have accelerated processor graphics which is a form of integrated graphics. I don't know if you can expect exactly expect 30-50 fps with shaders without a dedicated graphics card. I think what you're getting fps wise is what you'd expect.
Keep in mind shaders will kill your fps one way or another if you're only comparing it to non-shader fps. If you get 300+, expect like 35 with shaders.
Shaders are way more intensive then almost any game out there, even on high settings, so if you're using that as a comparison, don't.
Ah ok. But disabling it completely 100% of the time seems...like not a great option. Why isn't catalyst regulating this? It should have the menu option.
My PC has 2 HDMI ports, one for each cardm that is how you switch, but I am using the R9 slot.. but my games says:

not 100% of the time, once minecraft starts using the r9 if you turn on the r7 minecraft will still use the r9 increasing fps

And if he has an R9, I'm not seeing it. Or I'm not reading it right. He says he doesn't have switchable graphics or power option switching in catalyst so ...I don't know.
Like I posted a few pages back, in catalyst, there should be an option for you to switch between the two. It's either under switchable graphics or under power option. I don't know why you don't seem to have this option, it's very odd.
You can try just turning off the apu one I guess, from device manager, like lokiboy suggested, cause I don't know how else to force it to use the right one.

I tried that once... and my screen went black... idk if it is a good idea
Then the only thing I can think of is that somehow your card is not installed properly. Hardware wise. Which is why catalyst isn't picking it up and why switching manually doesn't work. Or maybe something in bios isn't configured right to recognize it.

I would agree with that however the dxdiag shows it installed....

I noticed you put minecraft's launcher there instead of the actual game. As far as I know, this won't work because it will only effect the launcher. You need to add the javaw.exe that minecraft uses. You can see what its using by going into "edit profile" in the launcher and near the bottom it'll tell you the path.
Usual Places:
C:\Users\name\AppData\Roaming\.minecraft\runtime\jre-x64\version number\bin\javaw.exe
C:\Program Files (x86)\Java\jre1.8.0_31\bin\javaw.exe
I should add I don't see any solution to what you're getting, besides noticing this.
No lol, I believe you when you say you have it. The issue is reading dxdiag. If it's in there and I totally missed it then I need to correct how I read it. For any future threads.
You can try what sniper is suggesting with java and you can also try contacting amd and asking them why catalyst isn't detecting your dual graphics setup. I don't really have more troubleshooting of this for you. The issue seems apparent but I have no idea how to resolve it.
